US buyers are actively adjusting their procurement strategies for plastic honeycomb panels under HS3921, as the combined US tariff rate remains around 39%. This rate includes MFN base duty, Section 301 tariffs and additional levies, while negotiations for reciprocal tariff relief have not yet delivered clear near-term reductions.
Faced with persistent duty pressure, many industrial importers are redesigning their supply model. Instead of importing finished plastic honeycomb panels directly into the US, they order semi-finished honeycomb cores, bare sheets and CKD kits from China. These unassembled components are shipped to contract factories in Vietnam, Malaysia and other Southeast Asian locations for secondary processing: cutting, edge sealing, lamination and final assembly.
This arrangement helps buyers optimize landed cost. At the same time, US customs is applying stricter “look-through” rules, so importers are increasingly cautious about origin documentation and audit trails. They request material test reports, production records and traceability paperwork from upstream suppliers to avoid anti-circumvention penalties.
This trend opens new opportunities for Chinese honeycomb manufacturers. Suppliers capable of offering standardized semi-finished formats, custom slitting and separated packing solutions can better serve US customers running Southeast Asia assembly operations.
